The Japanese are a proud culture with a history spanning thousands of years. Status is very important to them. Therefore, by extension etiquette is important. Japans culture is very different from the west. Decision making is a lot slower, because people tend to seek approval from everyone in the group, especially the elders (Ghimire, 2006). Japan is a high context culture, meaning less verbally explicit communication, less written/formal information, and more internalized understandings of what is communicated. Our company needs to be indirect since more is implied than said. In Japan, business cards are of great importance. Great deal of care should be given when handling these cards. We cannot write on them, or put them in a pocket or wallet, since either of these actions will be viewed as defacing it. Furthermore, business cannot begin until business cards are exchanged. In addition, Japanese do not like use the word no, realizing this is very important when dealing in negotiations with them. In Japan, whether doing business or at a social gathering individuals greet one another with bowing. Not following this rule is considered rude in Japanese culture, thus whenever cash is exchanged at a business it is placed onto a small tray. Our company needs to understand they way they communicate. In order to be successful we need to train employees how to communicate or business deal will fail. Communication with customers is of great importance, because no business is successful without repeat customers, and good reputation. Communication is very important to Japanese. The Japanese have traditional gender roles, similar to those of the U.S., with men being the breadwinners, and women being homemakers. In addition, childcare is regarded as the mothers responsibility, thus, full-time working wives have are also responsible for housekeeping and childcare without help. The traditional gender roles-men as breadwinners and women as homemakers-are supported by 40 to 50 percent of people (NHK 1994; Ministry of Public Management 1995). Gender roles dont affect business a great deal However, reach the right demographic certain specialty items needs to be advertised correctly. For example, items used for childcare and homemaking need to be geared towards the mom. The use of color in the market place can be overlooked. In Japan color is crucial to the success of a product, advertisement or proposal. Color is used to express emotion and symbolizes different things in different cultures. In Japan, red represents a state of being; yellow is used to show courage; green is for the future or positive energy; pink means dedication, and black symbolizes age, experience or nobility. However, the combination of two colors may change the meaning all together. For example, red and white combined represent a celebration. In Japan great weight is attached to seasons. (Hall, 2000, p.41) Thus, a great marketing technique would be to change the color of web pages, flyers and other print to match the season. Furthermore, the use of colors on billboards and store signage is of importance. Garish signage that is visible and eye catching from a distance is becoming the norm (Hall, 2000, p.41) Not only is color important in advertisement, but product packaging can also be a factor in the success of the product in Japan. Therefore, our company needs to pay close attention to our color choices, and tailor our sales campaign to the color scheme that will be appropriate to the season of the Japanese culture. Japan is the worlds second largest advertising market due to its 127 million people. Japan is the worlds second largest advertising market, only second to the United States (Gohil, 2006). Japan advertising uses mass media, transit, cinema, postcards, online, cell phones, billboards and more. Foreign companies have difficulties when advertising their products and services in Japan, because Japanese advertising is different than the traditional sense. Japanese television advertising is dominated by 15-second spots; therefore long narrative stories are not used. In addition, many times the commercials will leave the viewer hanging on the punch-line (Gohil, 2006). Basically, the Japanese rely on the presentation over message. Since advertising is so different than west and most fail, the logical choice would be to use a local advertising firm. Sales Structure Recommendations Our sales force should focus capturing the audiences attention with an entertaining appealing ad that does not focus completely on message. It should appeal more to their curiosity where they will want to seek out our companys product rather that needing us to court them more than is needed. We should appeal to their culture and social structure. In addition, the message should use the indirect approach. Understanding all aspects of the Japanese market is vital to our success in this country. We must understand the market place and what will appeal to this market and its consumers. We need to appeal to Japanese etiquettes. Therefore, all out-of-country employees need to be trained in Japanese etiquette. As employees of the Kelly Agency we are both excited and optimistic for our expansion into the Japanese business market. As listed above we have researched many aspects of the Japanese culture we feel will make the transition a positive experience for all parties involved. Parallel Experiences of Three Troubled Women in Cunningham's, The Hours According to Chronicles magazine, "Woolf was undeniably a brilliant writer." Woolf's work of Mrs. Dalloway was read by fifteen-year-old Michael Cunningham in order to impress an older girl in school. As he stated, "the book really knocked me out." Once older, Cunningham wanted to write about Mrs. Dalloway, but thought not too many people would want to read a book about reading a book. He then thought he might want to read a book about reading the right book. Hence, The Hours was written. Cunningham would incorporate Mrs. Dalloway into "a book about reading a book." The Hours weaves through three woman's lives. As the novel unfolds, it shows that these three women are related by parallel experiences. The first narrative is Virginia Woolf, the famous author. She is one of the main women in this complex story. Woolf has a troublesome life. She has multiple thoughts of suicide and death. She is anorexic and caught in a marriage that is doomed. The first chapter by Cunningham tells of Woolf's suicide drowning in 1941. Cunningham tells of the demons within Woolf's head and the consequently her fatal death from listening to these voices. The novel then moves to the stories of two modern American women who are trying to make rewarding lives for themselves. Laura Brown is a fragile middleclass housewife and mother in 1951. She lives a miserable life trying to play the model suburban housewife. Throughout The Hours, Laura is reading Mrs. Dalloway, which is Virginia's novel. Her obvious mental illness doesn't allow her to always connect and understand her environment. Situations that seem simple to the average person, such as making a cake, are beyond difficu... ...fter reading the story and watching it, I still have difficulty interrupting it. Yet, by looking at the ambiguities, gaps and strategically placed metaphors I can understand it better. The Shield of Achilles in the Iliad      Ã‚  Ã‚  Ã‚  Ã‚   The shield of Achilles plays a major part in the Iliad. It portrays the story of the Achaeans and their fight against the Trojans in a microcosm of the larger story. Forged by the god, Hephaestus, who was a crippled smith, it depicts the two cities and the happenings within, as well as Agamemnon's kingly estate. To gain insight into the details and intricacies of the shield, one must look at the shield itself, the cities depicted within the shield, and the King's Estate and other scenes which are also depicted. These items will give even an amateur reader a fair understanding of the importance of Achilles' shield and the Iliad.      Ã‚  Ã‚  Ã‚  Ã‚   Hephaestus, the god of fire, is the smith whom forged Achilles' shield. He begins with twenty hot bellows and fires bronze, tin, gold, and silver in his kiln. He then proceeds to hammer the metals upon his anvil to create a massive shield for Achilles to wield. The shield itself is made of five layers of metal with a triple ply shield strap edging on the rim. On the shield are scenes showing the heavens and earth and sea, two noble cities, a king's estate, fallow fields, a thriving vineyard, a herd of longhorn cattle, and a dancing circle. Once Hephaestus completes the shield he makes a breastplate and helmet for Achilles. The armor he forges is indestructible and worthy of a god. Through Homer's description of the shield and how it is forged, the reader can begin to understand the importance and value of this device in a literary context.      Ã‚  Ã‚  Ã‚  Ã‚   The two cities depicted on the shield represent a city in Greece and Troy. One of the cities is filled with men dancing and singing and brides marching through the streets, while the other is circled by an army. This army has two plans which split their ranks: to share the riches which they have captured or plunder the city and capture more. Turmoil surrounds each city. In one a quarrel breaks out and is brought to judgement. Surrounding the other, two armies fight along the river banks killing men and dragging off the dead. Both cities are tainted with death, and both house love.

CASE ANALYSIS OF SUTTER HEALTH 1 Case Analysis of Sutter Health CASE ANALYSIS OF SUTTER HEALTH 2 Sutter Health is a non-profit network that is made up by community-based health care providers based in Northern California. This network introduced an interface that was aimed at enhancing revenue collection of the facilities from the self-pay patient.This network identified that traditional payment processing system had limitations that hindered the effective collecting of revenue. What with the recession, healthcare organizations have seen an increase in the inability to collect debt from the self-pay, the uninsured and underinsured patients. This has caused a lot of struggle when it comes to the organizations to meet the operational margins and the profits.I find there are a number of reasons for the new increase in patient’s debts, the most common are, poor accounting practices, lack of patient information and correct demographics. There is new governance that is designed to p rovide more coordinated care to said patients (Gleeson,2010). There are five geographic regions that reflects the health care access to the customers of Northern California. Each of the five regions will have governance structure and it will oversee many of the Sutter affiliated medical facilities and also the hospitals. In its effort to increase point of service collections and improve the overall revenue cycle Sutter health took steps to measure performance using a handful of specific primary benchmarks, empowering PFS staff to assume responsibility for every individual account they handle, ensure each registration is analyzed using a rules engine to identify problems before patients leave the registration desk and ensure PFS staff receive appropriate comprehensive training to excel under the new system† (Souza, McCarty, 2007).Obtaining the correct patient information plays a large part on non-collectable debt because patients are not able to be reached. These limitations we re associated with limited access to accurate information by the account representatives, ineffective performance measures and fragmented centers of the service provision. The Sutter Health program developed a system that was comprised of solutions that were geared towards overcoming these limitations. I will be CASE ANALYSIS OF SUTTER HEALTH 3 discussing the new system that was created by Sutter Health.The key problems and issues, is that the United States healthcare system is characterized by huge upkeep from collecting revenue from patients. This situation is brought about by a health care insurance system which entails high deductible pay health plans and as well as higher co-payments plan. (Souza, McCarty, 2007). This situation has been made worse through the large proportion of the population not having healthcare coverage. The traditional health care system has had a hard time meeting their target revenue collection.This is due to several problems that attached along with the traditional payment system. Unlike when dealing with the payments through insurance claims but also dealing with the up-front payments that are required by the hospital for payment of services before the patient could even receive the service (Souza, Mccarty, 2007). So this means that the patient services staff (PFS) has to have complete and accurate information about above said client. This presented a problem for the traditional payment system where much of the customer payment system was processed in the back end.This system also required that the PFS staff ask for money from self-pay patients, but the PFS were not accustomed to this under the traditional system. The PFS staff found it hard to wait for the back end section to process customer information and to provide a breakdown of the patients payment details. So this became a tedious task for hospital accounting departments as well as for patients that had to wait a longer period before receiving services. The inefficiency o f the traditional system not only resulted in low quality services, but also in low revenue collections.The system provides such a broad range of health care services, which include acute, sub- acute, home health, long term, outpatient care as well as physician delivery systems. These services are provided through an integrated health care delivery approach that gives the system the ability to deliver a full range of healthcare products and services. CASE ANALYSIS OF SUTTER HEALTH 4 Sutter also identified that PFS staff could not get ahold of real time information in operational and financial indicators such as cash collections and A/R (Souza, McCarty, 2007).So in the long run this meant that the managers and staff had to wait until the end of the month in order to identify the benchmarks. Sutter also recognized that the traditional system did not provide a means for analyzing selected data nor did it generate required detailed report on demand. This led to more cost as the hospital had to rely on programmers to generate such reports. The front desk staff also lacked real time information which hindered their ability to serve the client without consulting the back end staff.It also meant that the front desk staff could not monitor the patients progress (Souza, McCarty, 2007). Another challenge was that the PFS members were not empowered enough to be held accountable for each patients accounts they dealt with and it reduced the amount of accountability among the staff. These are some of the key challenges that the Sutter system were meant to address. The solutions that were employed by Sutter Health was an attempt to overcome the challenges stated above. Sutter Health implemented certain changes in the fore mentioned system that would make their operation more efficient.The strategies identified by the Sutter program entailed transferring most of the back end tasking to the front desk; providing accurate and complete information to managers and upfront staff; p roviding more effective performance evaluation and integrating all data elements within the system (Souza, McCarty, 2007). Allowing front desk staff to handle much of the payment process was deemed to have an effect on the efficiency of the process. Various solutions were employed to ensure that this is achieved.One of these solutions entailed using benchmarks to measure performance by the Patient Service Staff (PFS). Sutter identified a handful of primary benchmarks which included; Unbilled A/R days, Gross A/R days, Major A/R days, Cash Collection, Billed A/R days, and CASE ANALYSIS OF SUTTER HEALTH 5 percentage of A/R over 90, 180, 360 days (Souza, McCarty, 2007). This benchmark introduced shorter periods with which staff performances could be evaluated. This move was timely especially when onsidering that the industry has changed and things happen in terms of hours and days but not months. Another solution involved empowering the PFS members to have full responsibility over the a ccounts they are dealing with. This move was meant to increase a sense of responsibility and accountability as each individual members will be responsible for his or her own account (Souza, McCarty, 2007). This also gave the PFS members more autonomy to act as they saw fit and this improved the speed and efficient of service delivery by these staff members.The program also provided the PFS members with tools, that enabled them to automate their accounts, sort out their accounting using various means and seen their performances based on the achievement of the target. PFS and other accountant representatives were presented with individual dashboards that helped in the tracking of their progress in meeting targets. This also helped in enforcing the benchmarks set by this program. Sutter’s health program also introduced a front end collecting system as means of overcoming the mentioned problems.The pint of access collecting system introduced an opportunity for the health care fac ilities to reduce claims and denials. Though this system the patient records are analyzed before the patient leaves the registration desk. This enables the front desk staff to identify problems such as bad debt, patient or invalid patient type early enough and take the necessary corrective action. The Sutter health program also embarked on a comprehensive training program that was designed to support the existing PFS members and the registration staff. This gave staff the necessary competence to deal with the tools provided by this system.The training program also eliminated the need to hire formally educated staff to operate the system that would CASE ANALSIS OF SUTTER HEALTH 6 demand more than the $10-$20 an hour paid to current registration and PFS staff. For example, registration staff who were not used to asking patients for money were trained in effective communication skills. The training was also designed to introduce autonomy and effectiveness which acted as a motivator to the employee.The Sutter system allows staff to act with more independence which has made them active in owning the system. Autonomy is a critical element that enables workers to work effectively and deliver the best when it comes to their ability. The efficiency of the system has also made the work of the staff easier, acting as a further motivating factor for the staff. Another solution involved getting patients on board with this program. The POS collection system is not only beneficial to hospitals but also to the health care customers as well. (Souza, McCarty, 2007).This system provides a patient friendly billings which ensures transparency in the way customers are asked to pay for health care services. The payment system that is in force in other parts, bills the patient after he or she has already received the services and has already left the hospital. However, the Sutter program introduced transparency as the patient then gets to know what the services will cost him or her b efore they receive the services. It has become evident that patients would love to know how much the care they receive will cost them and this is what the Sutter program has provided.This system also offers a simplified system of settling hospital bills thereby making things easier for customers using said hospital system, customers are usually compelled to produce a lot of records and documentations in order to have their payment processed which introduces a lot of inconveniences. There is more accounting practices that are used by Sutter in identifying and solving problems, such as Sutter was discontented with the amount of revenue being collected from the self-pay patients (Souza, McCarty, 2007).The management team understood that the self-pay CASE ANALYSIS OF SUTTER HEALTH 7 patients were capable of meeting their medical expenses and therefore the problem was in their system. Sutter health relied on solutio ns such as setting benchmarks and the empowering of staff. What they found to work was a full cycle of the amount payable. Amount payable refers to money owed to the institution by other parties while the full cycle refers to the amount of time it takes for the patients to settle their debt. (Rauscher, Wheeler, 2008).Reducing the full cycle may help to reduce the number of bad debts that a health institution suffers from. Traditionally a patient cycle followed procedures such as organizing schedule, registration, treatment, billing and collection (Solomon, 2011). The collection part is why the health institution is able to recover the debt owed to it by the patients. This section comes along after the treatment process is concluded and therefore increases the chances for bad debt. The need to increase the amount of collecting from this section of market was the primary objective of developing this strategy. The success of every strategy is able to deliver the set goals. When it comes to Sutter Health it is estimated that revenue collection from the self-pay patients increased by an additional $78 million after the implementation of the strategy (Souza, McCarty, 2007). This is a clear indicator of the programâ€℠¢s success. One of the benefits is improved quality of care for the patient.One of the solutions identified by Sutter was bringing the health customer onboard. This system did this by factoring the customer’s needs into the system, making it customer friendly. The customer’s now spend less time processing payment while at the same time, the patient’s get to know of the cost they will incur before receiving the services. The system has also reduced the number of patients being denied treatment as a result of a streamlined inventory system. The effect of osmosis on artificial cells with different concentrations of sucrose Alex McRae Biology 120-902 Grand Valley State University 1 Campus Drive Allendale, MI 49401 [email  protected] gvsu. edu Abstract In this study, we tested the validity of osmosis in artificial animal cells. Osmosis is the diffusion of free water across a membrane. The purpose of the study was to calculate the rate of osmosis in artificial cells containing different concentrations of sucrose and water.We studied the rate of osmosis in artificial cells by creating five different dialysis bags with different concentrations of both sucrose and water and calculating the cumulative change in weight ever 10 minutes for 90 minutes. Our results for the artificial cells showed different concentrations moved from high to low concentrations- through hypotonic movement or hypertonic movement. Introduction The main purpose of this paper is to assess the rate of change with osmosis for different concentrations of s ucrose in artificial cells.Since the human body is composed of trillions of cells that contain roughly 85% of water, makes osmosis a very important concept (Carmichael, Grabe and Wenger). The forces that affect osmosis are the concentrations of solutes surrounding the cell or inside of the cell. Water will then move across the cell membrane and create a balance of water between the cell and its environment (Reece et al. 133).In order to calculate the average rate of change for our artificial cells, we must understand tonicity as the ability of a nearby solution to cause a cell to lose or gain water, depending on its concentration of non-penetrating solutes relative to solutes inside the cell (Reece et al. 133). The dialysis bags used in this experiment have membranes which are selectively permeable, which only allows particles specifically small enough to pass through (Carmichael, Grabe and Wenger).In a hypotonic solution, water goes into the cell because the solute is more concentr ated inside the cell, while in a hypertonic solution, water moves out of the sell because the solute is more concentrated outside of the cell. We are testing the effect of osmosis on different concentrations of artificial cells by calculating the cumulative change in weight and the corrected cumulative changes in weight and by determining whether a solution is hypertonic, hypotonic or isotonic. We predicted that a dialysis bag holding tap water in a beaker also containing tap water is in an isotonic solution.While 20% sucrose, 40% sucrose and 60% sucrose in beakers containing tap water is considered hypotonic solutions. Lastly the dialysis bag holding tap water in a beaker containing 40% sucrose is a hypertonic solution. This will result in isotonic solutions remaining at the same weight, hypotonic solutions gaining weight and hypertonic solutions losing weight. We tested this by creating the five different dialysis bags with different concentrations of sucrose in order to measure t he weight change in grams of the bag after nine 10 minute increments. Methods and MaterialsThis experiment took place on Monday, February 6th, 2011. During this time, we tested the effects of different sucrose concentrations on the rate of osmosis in artificial cells we made with dialysis tubing. We studied five different dialysis bags containing 10mL of different concentrations of tap water and sucrose. Two contained tap water while three contained different concentrations of sucrose, varying from 20% to 60%. Each bag was placed in a beaker surrounded by either tap water or 40% sucrose. We began the experiment by soaking the dialysis tubes to prepare them for the sucrose concentrations they would be filled with.Taking each bag, two were filled with 10mL of tap water, one filled with 10mL of 20% sucrose, one with 10mL of 40% sucrose and another with 10mL of 60% sucrose. Each bag was clamped closed. All the bags were weighed before being placed in their corresponding beakers in order to record their initial weight in grams. The bags were put in their corresponding beakers, all of which contained tap water, except beaker #5 (tap water bag #5 was placed in beaker #5 which instead of holding water, was filled with 40% sucrose) concurrently, recording the time.In the same manner in which the bags were placed in the beakers simultaneously, remove the bags every 10 minutes, and record the weight of each bag. This process should be repeated for at least 90 minutes total. This data was analyzed by calculating the cumulative change in weight for each dialysis bag. This was done from subtracting the weight of each bag from the initial weight of the bag. Doing so, allows the weight of each bag to be initially zero. For that, we must calculate the corrected cumulative change in weight.For each time interval of 10 minutes, we subtracted the change in weigh of bag #1 (tap water) from the weight of each bag at the specific time measure- this corrected any oscillations. Result s The corrected cumulative change in weight due to osmosis from different concentrations of sucrose and tap water, are shown in Figure One. This figure shows the weight change in grams for every interval of 10 minutes. Bag #3 continues to show this trend with a quicker rate of y = 1. 295x – 2. 4807, which water enters this bag as a hypotonic solution. Bag #4, which a rate of y = -1. 0586x + 1. 9043, shows a hypertonic solution in which the low concentration solute, causing water inside the dialysis bag, to move out.Although it was expected for for bag #5, which was tap water submersed in 40% sucrose, to be hypertonic, the rate of osmosis was y = 1. 3536x – 0. 1679, which demonstrates a hypotonic solution, or water entering the cell, or moving from a high concentration of the solute to a low concentration. These results prove that the direction of osmosis does directly affect the rate of osmosis. If the slope begins with a negative x value, the solution is indeed a hypertonic solution, that when surrounding a cell will cause the cell to lose water, moving from a high concentration to a lower concentration (Reece et al. 33). The slopes which begin with a positive x value demonstrate a hypotonic solution, which causes a cell to take in water (Reece et al. 133). This shows that the direction of osmosis is directed related to the rate of osmosis, or vice versa. The rate of osmosis ultimately determines the direction of osmosis. Depending on which direction osmosis is going- hypertonic, isotonic or hypotonic, determines the rate of osmosis, or the rate of change for each dialysis bag. Or by the means of our experiment, the direction of osmosis was determined by the rate of change in each bag, or the rate of osmosis.Discussion Throughout the study it was concluded that different concentrations of sucrose are allow different rates and directions of osmosis. The results show that the rate of osmosis is directly related to the direction of osmosis, or vice versa. This proposal does not match with our quantitative prediction. Our results for the artificial cells showed different concentrations moved from high to low concentrations- through hypotonic movement or hypertonic movement; however bag #3 with 40% sucrose was expected to be a hypotonic solution, while it was a hypertonic solution.This falsified hypothesis could be due to the explanation that in an animal cell, when a hypertonic solution, the cell experiences crenation. The dialysis tubing creates a theoretical flaw in our experiment because the tubing has a molecular weight cut off of a maximum of 14 kilodaltons, while the average human cell may have a larger or smaller molecular weight cut off, allowing the cell to experience different tonicities. In order to obtain more accurate results, modifications should be made. More drastic concentrations of sucr ose in the dialysis tubing should be tested in order to find the extremes of the rate of change for osmosis.The study enhances the present scholarship in this area by exposing osmosis along a free energy gradient. However, other experiments could increase our knowledge about the relationship between concentration gradients and rates. An experiment that includes the idea that the selectively permeable membrane moves, might allow for more accurate results (Patlak and Watters). The qualified location mirrors the volume of each side of the membrane, which affects the total number of particles on each side (Patlak and Watters).Our experiment exposes the ideal notion that there is no net movement of a solvent and the water is what diffuses across the membrane. American Nurses Association Essay

According to American Nurses Association website, nursing- sensitive indicators are defined as the structure, process and outcomes of nursing care (nursingworld.org). Quality care for patients in the hospital is important to their healing process. It is important to know what the nursing-sensitive indicators are and how they affect patients. The indicators are intended to focus plans and programs to increase quality and safety in patient care. In this scenario with Mr. J, many members of the healthcare team were not doing enough to make sure he was safe and that his needs were met to the fullest. Knowing what the nursing- sensitive indicators are could have helped prevent Mr. J from developing a pressure ulcer and making sure he was getting the correct diet. The healthcare team responsible for Mr. J did not advocate for him like they should have and let things slip when they should have been reported and taken care of. Understanding nursing-sensitive indicators can help nurses deliver the best care possible to their patients and help minimize complications and increase patient satisfaction. Some of the issues that happened with Mr. J’s case could have led to more serious complications. Restraining Mr. J when it was not necessary increased his chance of developing a pressure ulcer and could also have led to further serious complications such as developing post surgical complications such a deep vein thrombosis which would increase his stay in the hospital. Another example that could have been avoided was making sure that Mr. J was receiving the correct food for his diet. The healthcare team did not address Mr. J’s incorrect dietary meal in a timely manner which could have led to a more serious event. Not addressing patient needs will decrease patient satisfaction, which is one of the nursing-sensitive indicators.

Current debate on good governance and civil debate

IntroductionNon-government organizations are organizations that are not controlled by government and are non profit making. Their purpose is to provide a service or object in which they are formed for they offer social welfare services to workers and communities in which they operate they play a major role in the society because they determine family structures, family relation and also the education system that would produce effective man power for them and others. NGO, s has control over political power nationality and even power over borders. (Steve. Witt. (2005)They also contribute to the needs of the poor, deals with issues of the religion in a given area and hence impact heavily on the attitude and values that a given community adapts to. NGO, s helps in the contribution of the humanitarian affairs that serve the communities interests. NGO, s also deals with national and multilateral policy making and even local actions, .NGO, s provides employment to the citizens and assist in matters of dividing international authority, help to research, assess, report and publicize details on behalf of those accountable to them. (K.Rodman, (1998). They also deal with stability and security issues. Most non-government doesn’t depend heavily on the government for funding but the government may assist them partially with funds. However, this non government organization have increasingly failed by being unaccountable to those they are supposed to work for, they have continually been ineffective in their performance and they have adapted to elitist nature whereby they segregate themselves from others and only work for their own selfish interest and for the interest of those whose status they consider important to their affairs and has influential power that makes them be treated preferentially this attitude can be termed as a mechanism of elite capture. (2005) â™ «The ineffectiveness, the unaccountability and the elitist nature of NGO, s is evident among much renowned organization and this can be seen to be true when one assesses their performance with regard to the current debate on good governance and civil society. (K.Rodman, (1998).Roles of good governanceThe current debate on good governance and civil society emphasizes on peace building, democratization, quality leadership, responsibility and proper civil institutions. NGO, s should assist in helping in peace building in countries in which they are situated, they should be involved in the resolving existing issues in the country for example by  Ã‚   helping to find solutions to a countries conflic ting issues when they arise, mediating disputing groups when there are ethnic tensions caused by political instability, coming up with measures that will reduce tribalism, nepotism and corruption, help in recovering the economy when the country is experiencing economic depression, assisting the needy   in their surrounding environment for example when natural disaster arise such as flood, earthquake ,terrorist attacks among others,Stabilizing political turmoil being experienced in that particular country and many other issues. (K.Rodman, (1998).   However, the current non-government organization do not engage themselves with this issues on the contrary instead of doing this, the NGO, s have left this in the ruin of government and civil societies. Non-governmental organizations have also in some instances contributed to peace downfall by supporting one side of the worrying groups rather than being neutral.They tend to favor that group that have influential power and assumes those who are less powerful. This has made them to be unaccountable and untrustworthy and cannot be depended upon by both the government and the members of the societies who would have otherwise depended on them. The management allows political influences when making decisions which imposes a negative impact to all the organization stakeholders and employees who oppose the decision on the basis that they are not consulted and. this causes conflicts, lots of job turn over, redundancy and withdrawal and this leads to job inefficiency. (K.Rodman, (1998).They have been ineffective with regards to matters of enhancing democratization. This is because they have indulged in politics funding complains and supporting certain politicians who have influence upon them and this has contributed heavily in the reduction of democracy as they do not play their role as pressure group to pressurize the government to observe democracy.Non governmental organization have also been ineffective to help in matte rs of maturation of nation’s policy and economy other than participating in development and transformations, this organizations involve in the achievement of their own interest that is; what will benefit them other than what will be beneficial to all who are accountable to them, they pursue their own goals without incorporating the objectives of government and civil societies and this leads to lack of goals commonality hence retarding the government policies such as poverty and illiteracy eradication.LeadershipLeadership and quality management are important for any country or institution to have good governance. Non governmental organization are poorly managed because of lack of qualified staff because the recruitment of workforce is based not on technical competence and merit, but on favoritism and thus the management have no proper management skills, the employees under such management thus work with a lot of skepticism and heavy opposition and most of them resist changes a nd all the rules that the management enforces and this leads to difficulties in implementation of proper practices, policies and procedures that are fundamental in developing strategies that ensures that organizations objectives are met. (K.Rodman, (1998).This also has led to poor selection of policies and allocation of resources. The leadership style in current non-governmental organization is that of authoritative and bureaucratic which ignores human elements due to impersonality of interpersonal relations. This style of leadership imposes rules, norms and procedures to be followed. The leaders make decisions and demands everyone to follow, they do not allow the other members of staff to be involved when making decisions and they harshly react when the rules they enforces are not properly followed this causes slow development, work delays, inefficiency and frustrations to citizens, employees and any other stakeholders and this reduces the effectiveness of NGO, s as a whole. (Carri e Meyer, (1999),Corruption eradication is a key issue in good governance especially in Africa. . NGO, s are faced with issues of corruption where they demands bribery to assist in matters they were supposed to deliver to the citizens without demanding any form of payment and this makes them unaccountable to those who rightfully depended on their services. (sH.Englund, (2004) There’s also a lot of misappropriation of funds and lack of proper fund management.This causes inadequate funding leading to shortage of resources to implement their policies and this can also eventually lead to the liquidation of the organization. When organization funds are mismanaged it causes serious implications, which makes the organization unaccountable and inefficient, which leads them to a step back to transparency and accountability. This vice has passed on to civil societies and government at large.Environmental issues  NGO, s engages in activities that are harmful to the surrounding environm ent. This is by social unethical and unaccountable activities. For example, they may engage in activities that involves emissions of exhaustive gases that pollute the environment or even have technological machinery that produce disturbing noises around the environment they are situated in. They often do not take   proper measures and responsibility   to eradicate this implication arguing that since they are a non profit making organizations, members of the communities should take care of their environment and the fact that they are in needs of the organizations   services   they should allow them to deliver them respectfully without dealing with environmental issues. This causes negative impacts to the community and it has hampered the life of the society and animals especially where there is water and air pollution. They can be termed as negligence of the virtue of accountability to the society.( K.Rodman, (1998).NGO, s has turned into a mechanism of elite capture. They te nd to involve only the elite in formulation of their policies. (H.Englund, (2004) There is lack of representation of civil society as a whole and the marginalized social movements are sidelined. Regional consultative of African non-governmental organizations, s and civil society organization lay foundation for the governance forum stressed on role of women in leadership. It has been observed that there is evident gender inequality within these organizations. Few non government organizations in Africa have observed this as few women are employed or hold decision making positions in management of NGO, s. the elites in NGO, s have various skills that they can utilize in government running but they are trapped in the NGO, s. in addition, instead of involving the locals to do various jobs they subcontract them. (Carrie Meyer, (1999),NGO, s has been ineffective because of selective area of operations. They concentrate in certain areas than the others. This makes those sidelined areas not to enjoy their operations. The NGO, s may not operate in certain areas that have poor infrastructure, lack of effective communications and lack of technology. This has led to unequal distribution of resources. The NGO, s have not helped in establishment of proper running civil institutions and instead they leave this role to the governmentConclusionIn order to ensures that non-governmental organizations work effectively and successfully there is need to ensure that there is interactions of workers, formal and informal groups, government itself and any other influential factors to the organization. Democratic involvement by this organization should be considered as it is equally and critically important in enhancing the effectiveness of this organization. They should also avoid favoritism and avoid authoritative leadership and adapt to other ways of leading tha t will bring about motivation and morale of workers in the organization. Non governmental organizations should also ensure that they take responsibility and take the necessary actions required of them when their activities imposes harm to the surrounding environment.
